External stakeholders who will benefit from the AGC Programme are identified as follows:
� Airspace Users. Commercial airspace users will benefit from Air/ Ground Cooperative ATS applications in conjunction with an optimised airspace structure, more efficient flight operations and fleet management in terms of safety enhancement, reduction in delays, distance flown and related costs. The visibility of user involvement will make a positive influence to the infrastructure domains in attempting to match the systems with the requirements;
� CNS/ ATM Service Providers. The Service providers will benefit from more efficient use of airspace together with augmented capacity; efficiency and safety measures, which include both ground, and air improved situational awareness intrinsic to the later phases of AGC;
� ICAO. The international organisation will benefit from the European contributions to the development of validated global standards;
� Aviation Industry. Industry will benefit from participation and consequent early knowledge of system requirements with the opportunity to plan their own specialist activities accordingly;
� Airports. The airports community will benefit from the introduction of Air/ Ground data communications and new forms of surveillance, in particular, during operations under adverse weather conditions.
